PEMANFAATAN MEDIA SOSIAL TWITTER DALAM PERWUJUDAN OPEN GOVERNMENT DI KOTA BANDUNG (Studi Kasus : Dinas Bina Marga Dan Pengairan Kota Bandung)

In 2013, the elected mayor of Bandung City for 2013-2018 period, Ridwan Kamil, require every Government Agency to have a Twitter account. According to Lathrop and Ruma (2010), intensive use of ICT is one of the characteristics of Open Government. This study was conducted to understand the utilization of social media Twitter in the embodiment of Open Government in Bandung City, especially on the use of social media Twitter by Dinas Bina Marga dan Pengairan as the most active Government Agency using social media Twitter, according MediaWave (2015). Dinas Bina Marga dan Pengairan also has a vital function to perform the main service of infrastructure in the city. This study will be conducted to investigate two of the three main pillars of Open Government, they are transparency and participation. This research was conducted by a mixed method research by combining quantitative and qualitative mechanism on the collection and analysis of data (Cresswell, 2014), with parallel convergent strategy. The primary analysis used in this research are the analysis of the content to review the material of transparency, the descriptive statistical analysis to review the profiles of participants whose data obtained from questionnaires, and the qualitative descriptive analysis to review the mechanisms of transparency, communication and decision-making process, and influence on the government.This research resulted in the conclusion that the social media Twitter utilized in transparency as a medium to disseminate public information mainly related to performance and action of Dinas Bina Marga dan Pengairan with a more inclusive mechanism. Twitter provides a space of interaction between society and government with a crowd sources model. Society able to participate to the government directly and through the organization. With the use of Twitter Dinas Bina Marga dan Pengairan, society play role as the eyes and ears of the government to identify the problems in the field.
