<b>ABSTRACT:</b><br> <br /> <br /> <br /> A STUDY OF THE CAPABILITY OF WATER USER FARMER <br /> ASSOCIATION ORGANIZATION IN FINANCING THE OPERATION <br /> AND MAINTENANCE OF IRRIGATION NETWORK <br /> IN CIHERANG IRRIGATION AREA <br /> <br /> By: <br /> Wahyu Kusno All S. <br /> NIM : 95003202 <br /> <br /> This study aims to identify the level of the organization capability in financing the operation and maintenance of irrigation network in the tertiary level, as mentioned in Law No. 7 Year 2004 regarding water resources. <br /> <br /> The study applies the interview method (i.e. questionnaire), and the applied sampling methods are cluster sampling and random sampling. The statistic descriptive method is employed to identify the capability level of P3A organization in financing the operation and maintenance of irrigation network. Meanwhile, the correlation and regression statistic method is employed to identify the influence level of the variable of P3A organization (XI), irrigation (X2), agriculture (X3) and the operation & maintenance financing capability (Y), which is based on the path analysis. <br /> <br /> The ordinal data of the questionnaire result is previously transformed into interval data by employing the Method of Successive Interval (MSI) to identify the real value of the respondents' answers and to result in more objective data. <br /> <br /> Based on both the field study and the processing of the questionnaire result, it is obtained that the capability level of P3A organization in financing the operation & maintenance is 61.92 %. It shows that the organization still requires both technical and financial contributions from government. The P3A organization has a big contribution in financing the operation & maintenance. Therefore, in order to increase the operation & maintenance financing capability, it is required an improvement towards the organization autonomy, that is by empowering the organization itself <br /> <br />
