Consideration of fare is important with regard to public transportation. To determine the fares of public passenger transportation in urban areas, regulators have to consider two different interests, which are seen from the interests of service providers (operators) and service users. Operators want high fare to get high profits, while from the point of view of the users, of course, want the lowest possible rates because of their nature as consumers. Two factors that influence tariff, namely vehicle operating costs (VOC) and user purchasing power. Vehicle operating costs and purchasing capabilities are the focus of this research. To find out the vehicle operating costs, the approach is used related to costs related to direct and indirect costs that will support the continuity of vehicle services. Whereas to find out the purchasing ability of public transport’s users is optained through two approaches, namely the ability based on the ability to allocate transportation costs from the total income that is considered feasible or ideal and the ability based on the user's perception. Respondents are differentiated based on private vehicle ownership, namely choice group and captive group. The processing results indicate the current rate of Rp.3,500.00; 100% of choice and captive respondents are able to pay and willing to pay the applicable rates. The results of the calculation of the operational costs of the Trans Padang Corridor 1 vehicle were obtained Rp. 3,840.00 per passenger; 10% higher than the current rate. 97.8% of choice respondents have the ability to pay the rate and 100% with the willing to pay for the 2018 vehicle operating costs, otherwise 96.2% of the captive group is able to pay and 100% of the willingness to pay this fare. Fare increase in the range of Rp. 3,500.00-4,000.00, choice respondents 90% have the ability to pay this rate and 27.8% with the percentage of willingness to pay. Choice respondents want improved quality of service that is better, especially the problem of excessive bus capacity and long waiting times at stops during peak hours in the morning and afternoon. At this rate the captive group is 96.2% with the ability to pay and 100% with the desire to pay this fare. Perceptions of improvement in service at K1 Trans Padang did not affect the captive group which indicated no change in the value of willingness to pay after changes in service improvement, whereas for the choice group respondents experienced a significant change from the desire to pay 27.8% before perceptions of service improvement became 100% of the desire to pay for the final perception of paying for the fare range. Increasing fare are more expensive in the range of Rp.4,000-4,500.00 influencing respondents' choice from 0% of the desire to pay early to 70% of the desire to pay for final perceptions if there is a change in service, so the final perception of WTP captive groups rises from 30, 8% to 65.4% willing to pay. By considering the 2018 Vehicle Operating Cost, the ability to pay and willingness to pay, and to reduce the budget burden of the City of Padang in financing the operational of Trans Padang Corridor 1 and to accelerate the development of the Trans Padang Corridor in the future, the current rates can be reviewed. text |
