Stakeholder Analysis and Network Analysis on Debottlenecking Process of Mass Rapid Transport (MRT) Jakarta Route Construction in Lebak Bulus, Bunderan HI with Gas Pipeline

Infrastructure construction is one of the crucial aspect and have an important role in the in national development. Despite it’s significance, sometimes in the context of planning and implementation occurs some problems and obstacles. The problems that usually occurs mostly caused by differents perspective and sectoral ego between the stakeholders that will hamper the decision making process. One of the Indonesia National Strategic Project or so called ‘Proyek Strategis Nasional’ and have national attention is construction of Jakarta Mass Rapid Transit. The implementation of this project faces some challenges and obstacels, on of it is the case of land acquisition that having some conflict with another utility network. The conflict happen in Construction Package-101 and Construction Package-102 that happens to cross a gas pipe line along in Lebak Bulus to Bundaran HI MRT Corridor. In this research, in-depth semi-structured interview is done to gather relevant information in the context of process and decision making of the so called conflict debottlenecking in the case of Mass Rapid Transit Jakarta conflict with the Ministry of Energy and Mineral Resources that happen to be the owner of the gas pipeline. The process of analysis in this research is doing the codification of information based on research criterias that have been formulated, then the information about the process of debottlenecking, the communication or interaction between stakeholders, and the information about stakeholders interest and influence will be structured. After that, the stakeholder analysis using network model theory can be done with the information about the stakeholder attribute and interaction. Using the social network analysis, the network that formed in the process of debottlenecking will be described with the centrality measures of degree centrality and betweenness centrality. Defining the main problem in the case is one of the most significant thing to do in order to take care of the conflicts that happen and the role of third-party institution will make the process and interaction in the negotiation and decision making process feasible.
