Summary:Lengkong Jaya 4 is one of the areas in Garut Regency which is allocated as a relocation area for Cimanuk River flash flood victims in 2016. Water supply system is one of the main infrastructure needed by the relocation area’s residents. The purpose of this study is to analyze the the relocation area’s prospective residents ability to pay and willingness to pay as well as determine the appropriate strategy regarding the water supply system in the relocation area. The method used in this study, Contingent Valuation Method (CVM), is a survey-based methodology used to estimate how much willingness to pay of the community for environmental commodities. Based on the survey which has been done using the CVM method, the respondents willingness to pay average number for clean water facilities is Rp 1,455/m3, while the respondents ability to pay average number for clean water facilities is Rp 3,013/m3. From these data, it can be concluded that the relocation area’s prospective occupants respondents had their willingness to pay average number lower than their ability to pay for clean water facilities. Another result obtained in this study is that the average water use of prospective residents of the relocation area is 111 liters/person/day. In addition, several water source alternatives were evaluated, including Cimanuk River, Cipulus Springs, and Deep Well. The selection of alternative water sources was carried out by respondents, who were given an explanation before regarding the advantages and disadvantages of each alternative. The alternative water source chosen is the Deep Well located in the Lengkong Jaya 4 relocation area with a water cost of Rp 2,402/m3. The water cost using Deep Well as the source is higher than the willingness to pay average value of respondents, so the subsidy from the government is proposed in the form of water supply system construction financing.
