Increasing the amount of waste in the city of Bandar Lampung itself every day reaches 750 - 800 tons / day or around 292,000 tons / year. In evaluating the waste management system in Bakung Landfill, the ARRPET method was carried out, followed by a scenario plan for the development of a waste management system in the TPA through the Cost Benefit Analysis (CBA) approach so that economic costs and service areas for Bandar Lampung and its development in future can be made a better attention to planning in the waste sector. The results of the TPA analysis using the ARRPET method obtained a risk index value of 476,962 where the recommended action is to immediately rehabilitate the landfill into a sustainable landfill. Rehabilitation of landfill planned to be a controlled landfill, with gradual improvement. The rehabilitated landfill will be planned for the city waste management scenario. The results of the benefit cost analysis for scenario A (business-as-usual) obtained a BCR value of 0,67 and NPV Rp.-4.858.570.081, scenario B (waste management with a 3R) obtained BCR values in 2037 of 0,28 and NPV -Rp . 153.823.436.569, and scenario C (3R and development of landfill facilities) obtained BCR values in 2037 of 0,30 and NPV of Rp.-125.147.291.399. This shows that the NPV value produced is negative, where the operational costs incurred for waste management in Bakung Landfill will be greater than the income. Therefore, this value can be used as information for managers, especially in landfill, where the government can subsidize costs both in investment and operations. text
