The impact of population density in Jakarta is strongly felt by the city of Bogor which continues to increase to 2.38% per year (BPS, 2018). Dense population in a city is one of the considerations of a city to think about the generation of liquid waste produced by its citizens. Having a centralized wastewater management installation is one of the best solutions for areas with high population density. The city of Bogor has only one WWTP, namely Tegal Gundil WWTP which was built in 1998 and has a capacity of 250 m³ / day. The WWTP is planned to have 600 SRs in the initial planning to serve the two kelurahan, namely Bantarjati and Tegal Gundil. 20 years after construction, there were 422 SRs recorded in December 2018. It is expected that the dissemination of the Questionnaire with the sampling methodology to the communities in the two underserved areas will be able to find out what strategies the City of Bogor government must do in adding Tegal Gundil WWTP services from technical, institutional, regulatory, financial and social aspects. The results of the dissemination of community questionnaires were used using the SPSS 22 program. Community funding contributions were obtained from the regulation of the UPTD PAL in Bogor City which stipulated a levy of 70% of the cubication amount of PDAM water usage in the month of Rp. 600, - / cubic. From the results of the calculation of ATP and WTP on the applicable levy rates can be increased up to 5 (five) fold. By using the SWOT method, the service coverage area is located in quadrant 4 (four), namely maximizing the existing power used to suppress the threat to service development potential at Tegal Gundil WWTP, so that the steps and strategies can be used to develop Tegal Gundil WWTP services. sustainably. text
