Since the arriving of reformation era, public demand the government organizations to maximize their roles and functions, improve their public services and sustainability development. That public demands lead the improvements of organization capacity through many ways. One of such way is the implementation of knowledge management. Ministry of Public Works indicates that it did some efforts to encourage learning in their organization. This research aims to do some assessment toward the learning initiative at Ministry of Public Works (Coffee Morning case) based on the knowledge management concept and also to arrange some recommendations for the improvement of other programs with the same concept delivered by some research questions of; what are the suitability look like between the practice of coffee morning and knowledge management’s parameters. What are the outcomes of coffee morning and what are the obstacles that the learning processes face. Through qualitative method, this study may reflect the activities that happened in coffee morning showed knowledge management’s practical criteria which are knowledge acquisition, knowledge transfer and knowledge utilization. Besides that, the study also reflects coffee morning and the obstacles that blocked the learning processes. The study toward the activity which implement knowledge management in government organization open the minds that if there’s some improvement with the activity and the activity can involve some different kind of party it will make the government organizations can run their functions better and can fulfill the public demands.
