Summary:Differences in prices of basic needs in Papua Province has been happening for too long, causing basic needs to be unaffordable to most of the citizens. Several programs such as Tol Laut, Jembatan Udara, and airport quality improvement are made to overcome the problem. To support the actions, the Ministry of Transportation launched a program named Pioneer Cargo Transportation Papua in 2017 which consisted 12 exsisting routes and new pioneer routes to launch soon. However, this study create new routes to reach more airports and claimed to be 21.1% cheaper compared to the existing routes planned by Ministry of Transportation have been planned to fulfill 50% of Papua basic need demand by increasing the number of Hub and Subhub in Papua province in 2020. This new route is made by choosing the best airport that has strategic location and is able to be developed to be a larger airport to become Hub or Subhub. Increment of the number of Hub and Subhub able to minimize direct operating cost of aircraft by 21,1% and able to reduce the price of basic needs before reach seller. This calculation was made by assuming the flight is a straight line flight with constant cruise speed.. To accommodate these routes, the aircraft need to have suitable performance for Papua province which has mountainous area with low cost operation and larger payload. The recommended aircraft for Papua province in this program is PAC P-750 for small aircraft and ATR 72-600 for medium aircraft. These recommendation is based on their performance which qualified to serve Papua province.
