THE FUNCTIONING OF LACTATION CORNER IN THE PROVINCIAL GOVERNMENT OF WEST JAVA IN THE PERSPECTIVE OF GENDER AND DEVELOPMENT

Equal partnership between men and women is a relationship between status and dynamic role condition between men and women. Men and women have equality on rights, obligations and opportunities, both in family life, society, nation and state as well as in development activities in all areas. In terms of equality, both men and women equally serve as a subject or agents of development. In the position as the subject of development, men and women have the same role in planning, implementing, monitoring and enjoying the fruits of development. Speaking of women, it is closely related with the increasement of mother and child health, and how the development of health promoted by the Government. Health development objective is to increase awareness, willingness and ability to have healthy life for people to manifest optimal health through the achievement of the community, the nation and the state which is marked by a healthy environment and behavior and to have optimal health degrees throughout Indonesia. In order to achieve these goals it is necessary to pay attention to policies such as improving behavior and community empowerment. In this regard, the behavior of the people living at an early age should be increased so that it becomes a part of life and cultural norms of the community in raising awareness and independence for healthy living. One of the things that include healthy behavior is breastfeeding. This research aims to describe how the functioning of the Lactation Corner as infrastructure and facilities for breastfeeding mothers who work in the Government of West Java, in the matter of breastmilk pumping activities to manage breastfeed their children. Then how the Government Regulation no. 33 Year 2012 on Exclusive Breastfeeding in the West Java Provincial Government implemented. Findings obtained by the writer in the field then analyzed and discussed using the theory of Gender and Development combine with Technology Governance and Knowledge theory so it can describe how knowledge is circulated through the implementation of the tasks and functions of the agency, so it can be understood how the role of knowledge in developing the capacity of institutions of policy makers and who are the actors involved in the formulation of development policies especially regarding Lactation Corner facility. This reseach concludes that the construction of the Lactation Corner in the West Java Government stalled in the process of physical development and fulfillment of the completeness of the elements. The development process is not up to the stage where the information dissemination about the existence of Lactation Corner and dissemination of knowledge about breastfeeding to the community so that the circulation of knowledge is not widely spread, which is one of the major obstacles in the breastfeeding program. The role of the Government of West Java in this case still needs to be encouraged in order to re-educate the public about the importance of breastfeeding.
