Summary:Road is an infrastructure that has important role in the development and economic growth of an area such as Jabodetabek. Rapid development of Jakarta and the surrounding cities as buffer zone need roads especially toll road to improve the connection between those cities. The Cinere-Jagorawi Section 2 Toll Road Project is part of the development of toll road network system JORR II which its main purpose is to reduce the traffic volume and frequency on the existing roads network and transportation system especially on Depok and its vicinity. Land acquisition for Cinere-Jagorawi Section 2 Toll Road Project has some problems and difficulties which need a lot of funding and time consuming to solve it. Conflict often happens between Government and local community due to different interest which occurs. The purpose of this study is finding the governing factors of land acquisition for toll road project, relations between actors that involved, community understanding of Cinere-Jagorawi toll road project plans, and also land acquisition associated with ethics dimension especially justice. Land acquisition of The Cinere-Jagorawi Section 2 Toll Road Project is carried out through several stages starts from planning; location selection; forming land acquisition committee; publication and socialization; registering; appraising land, building, plants and others that related to land; forum discussion; compensation payment and relinquishment of right; compensation custody in court and revocation of right. Data used in this thesis have been collected using qualitative descriptive method with ethnography approach through direct interview with actors who involved in land acquisition, field observation, and documentation data which collected from related offices. The data suggests that 3 major stages are prone to conflict, i.e.: land appraisal, forum discussion and compensation payment. Land appraisal for the project is conducted by an appraisal consultant based on Indonesia’s appraisal standard (Standar Penilaian Indonesia) and Indonesia’s appraisal code of ethics (Kode Etik Penilaian Indonesia) whereas for building, and plants are conducted by related offices. The appraising process which has been done was injustice and not transparent. The land owner never been explained the reason of price differences and zoning. Forum discussion that have been done for selection of form and amount of compensation that have been done reflecting the inequity during the forum were taking place, the government unilaterally give the maximum amount of compensation with excuse that it based on appraisal which has been conducted by independent appraising consultant. Moreover, the compensation payment also has been delayed for unrealistic excuses that reflect another injustice that occurs during land acquisition process of Cinere-Jagorawi Section 2 Toll Road Project. Socialization and forum discussion during land acquisition should have been used as an effective media of communication between government and local community that resulting in mutual perception for the importance of the project. Good communication and wide opportunity to express the opinion of the community has an important role in minimalizing the community resistance to the land acquisition for the toll road project.
