However on the other hand, PSO is considered disrupting by PT. Kereta Api Indonesia (Persero) as the company appointed to provide the economy-class railway service. The research aims to examine the utilization of PSO for developing economy-class railway service and to identify the opportunities that can be exercised in order to optimize PSO.The method used in this research is qualitative exploration with primary data from interviews and secondary data obtained from literature study. The results of this research show that there is rejection from the economy-class railway towards PSO because it is considered burdensome and does not support business development. Delayed PSO Contract plays a great role for encouraging the rejection. The distant relation between the operator and PSO results in crummy economy-class railway service. It can be concluded that there is a weak relation between government as the regulator and PT. KAI as the operator in managing PSO. There are some opportunities that can be developed in order to optimize PSO for the sake of economy-class passenger transport.
