Old port on Pasar Bawah Senapelan in Siak Pekanbaru riverside was an economic transaction gateway, vital for the growth of Pekanbaru city. Relocation of port function made the former of the old port space be under-used. Design of commercial facility at the former old port applied creative programming approach, as a synthesizing spirit of place process to bring out a new identity; in order to revitalize the former old port space as part of Pekanbaru historic quarters. Comprehension of creative programming is the development of architectural programming that has spirit of place as its main issue. Creativity in this regard is the process of synthesizing spirit of place to bring out a new identity in order to lift the region vitality up. Creative programming approach requires a good understanding of the region contexts, especially about activities, localities, users, and accessibilities; it also has visionary and contextual principles. Creative programming as the approach of designing commercial facilities at the former old port resulted in the function and space utilization. Creative programming approach generated function as Pekanbaru Agribusiness Center with promotion, local commercial, office, and riverfront entertainment facilities. Creative programming approach also synthesized the classification of Malay house reception area into utilization of the flexible open space and food hall as transitional space that enable social interaction. Focusing on the spirit of place made the former old port space not losing its character as economic transaction gateway , part of Pekanbaru historic quarter.
