DEVELOPMENT STUDY OF BIO FUEL: CASE STUDY OF BIOETHANOL DEVELOPMENT PROGRAM IN GARUT REGENCY

This research background is the existence of Desa Mandiri Energi (DME) program (Energy Independent Village Program). Determination of location in Garut for development of biofuel is a challenge so that it is interesting to be observed. Natural resources of Garut allows for the development of biofuel energy even though it encountered many obstacles that have not been resolved. Of course, this idea needs serious efforts to find solutions to the perceived obstacles in the development of bio fuels in Garut. Therefore, in this thesis through a searching of the three objects of research (Bioethanol Plant: Cibunar, Garut University and ICMI Cikelet) ultimately aims to identify opportunities of biofuel development in Garut in order to generate local economy. The study applied a qualitative approach based on a phenomenon and trace to the actor-network. The analysis focused on (1) development track of bio-ethanol program (2) Mapping constraints - biofuel opportunities in Garut. Discussion on the importance of community togetherness of Garut in responding constraints - opportunities change (Biofuel experiments Centre & Agropolitan Innovation Centre). The results of this study can identify the constraints of biofuel development in Garut: (1) The orientation of the actors in Garut established more translation with actors from outside (2) The orientation is more on the production only and biofuel market orientation is aimed to outward of Garut. It is influenced by patterns of actors’ interaction and objective of biofuels program. This study offers a paradigm shift in the policy of biofuel development which is oriented on the production process and also be oriented to national energy needs as well as other countries, which leads to the idea of finding the effort to develop the energy consumption and orientation that can accelerate local economic activity that would have implications for the pattern, orientation and character of the interest network in biofuel development in this country in future.
