To maintain a production continuity through Plan of Development (POD) that has been agreed by SKK Migas, field development of Offshore Central Processing Platform/ CPP in Natuna sea has been performed. The development is to increase gas production capacity that comes from subsea well. The subsea well fluid will flow to the slug catcher and gas metering scrubber, that are some additional equipments in cellar deck CPP. In this thesis, it has been assessed the fire and explosion risk if there is gas leak in cellar deck CPP with quantitaive risk analysis through gas dispersion model by the means of PHAST (Process Hazard Analysis Software Tool). Based on qualitative risk analysis in CPP cellar deck area, it is notified that Gas Pig Receiver and Gas Pig Launcher were categorized as a significant risk if there is a gas leak. From the result of quantitative analysis related scenario of flash fire, jet fire and explosion, it can be concluded that all the consequences of the incident is still in the category of acceptable risk because the frequency of the consequences is still below 10-4 incidents per year which means it is still within safe limits to operate in the CPP cellar deck. As for the risk of dispersion which may lead to asphyxia belonging to the tolerable risk category or ALARP (As Low As Reasonable Practicable) where potentially occurs below 10-2 incident per year. To increase the safety level of the worker and lower the risk to the acceptable category it is necessary to add a cabinet containing EEBA equipment (Emergency Escape Breathing Apparatus) in the cellar deck area so that when a gas leak occurs they will be able to use the breathing apparatus to get to the safe assembly point (muster station).
