| Summary: | Demarcation river is one of the areas which is determine as protected areas. Protection is given based on purpose to protect the river sustainability from human activity which develop around it. It is a necessity of place to live that increas every year, which make demarcation river change its function become housing areas. Based on The Ministry of Public Works and Housing Regulation No. 28/PRT/M/2015 that demarcation river line embankment in urban district has determined as 3 meter away from its line. Bandung city with Local Goverment No. 18/2011 has determined that Cikapundung demarcation River as one of the local protected areas. To transform policy of arrangement demarcation river in operational level, require a bridge of thought to connect between protected areas purpose with facts/reality areas utilization and social condition citizen. The method is through arrangement of demarcation river.
Arrangement of Demarcation Cikapundung River Model use four analysis (1) DPSIR analysis, DPSIR is used to determine which factor that should be considered in arrangement of demarcation Cikapundung River line (2) Spatial Analysis, Spatial analysis is used to study spatial plan, (3) Comparison Analysis, Comparison analysis is used to compare demarcation Cikapundung river with Kallang River in Singapore, (4) Risk Analysis, Risk analysis is used to arrange housing considered 3 scenarion that is : decision for disciplinary accordance to regulation , compromise between goverment and citizen, and decision to vertical housing.
Conclusion this research is citizen’s perception about demarcation river has changed from goverment’s soil become free soil that can be used to privately necessity because of urbanization influence. Model that is planned accordance to sustainable environment in demarcation Cikapundung River is vertical housing combined with soft engineering embankment. Vertical housing is choosen because of considering the need to get a good place to live for every people in the town. While soft engineering is choosen as additional for the concept green city in Bandung.According to adaptation scenario strategy that is arranged in this research, the lowest risk considering the cost is compromise between goverment and citizen. The risk that can really make some result and have a big cost is vertical housing while
the most realistic risk is disciplinary citizen’home and compensation for the citizen.
