Summary:Agriculture is highly dependence on water. The availability of water resources strongly supports farming productivity. Agricultural diversification have an impact on the occurrence of competing interests in the utilization of water resources for irrigation. Aquaculture in the Maos district have substantial potential revenue. Maos people which was originally cultivate rice paddies are tempted to cultivate fish in paddy fields, that converted into a fish pond. Utilization of irrigation water for paddy fields and fish ponds have different characteristics. Problems emerge from differences of interest in the utilization of irrigation. The impact that occurs is fluctuation in paddy production, but tends to decline. The aim of the research is to develop a dynamic model to understand and to analyze dynamic patterns occuring in utilization of irrigational water resources in Maos District. The approach used is system dynamics that can contribute to an improved understanding of problem that was built by a dynamic hypothesis. Through system dynamics, a model is developed to illustrate the utilization of irrigational water resources dynamic in Maos District by identifying various interconnected elements and pattern of linkages between these elements. By using that model, several policy scenarios can be designed to increase society welfare. The research results showed that the paddy production, if no intervention conducted, experiencing a declining trend, which will reduce the income of paddy farmers. Efforts should be made to increase paddy production in order to increase the income of paddy farmers without reducing aquaculture farmers income. Irrigation network capacity becomes a major factor that supports the agricultural productivity. Maintained capacity of the irrigation network can ensure the water requirements of farmers. The Government as a main authorities in management of primary irrigation network, needs to improve its capabilities especially in allocating operational and maintenance funds. To increase paddy production and the welfare of society, policies need to be done first is to increase the irrigation capacity. To enhance the welfare of farmers to be better, then the policy before can be combined with policies to improve the harvested land and also aquaculture knowledge.
