Summary: | Food insecurity remains a threat in Indonesia, especially for the poor. To cope with these threats, the government held Raskin program which are the food assistance in the form of rice for the poor who are at risk of food insecurity. Raskin is considered to be the best efforts in addressing the problem of food insecurity, but it can only be met when the food assistance is accurately given to target beneficiaries. If the program is accurate, then the program will be effective. But in fact the implementation of Raskin program is still experiencing many problems. The main problem often encountered is the evenly distribution practice.
This study aims to model the dynamics of the implementation of Raskin program in Kulon Progo Regency, to understand and enhance the knowledge of the Raskin program implementation, and attempting to find solution for the effective implementation of the Raskin program. System dynamics methodology is used in this study because it has the ability to show the linkages between variables in the Raskin program implementation, and simulates the policy intervention to the structure in order to produce the expected behavior. Raskin implementation model was formed by sub models of implementors commitment, implementors attitude, evenly distribution practice, and also poverty projection sub model.
The study concluded that the implementation of the Raskin program in Kulon Progo Regency is shaped by implementors commitments and perception that generates pressure. An important factor influencing evenly distribution practice is the lack of public knowledge about the Raskin program. Information is the key, so then the policies that should be implemented to increase the effectiveness of the Raskin program implementation in Kulon Progo Regency is to intensify the information dissemination of the Raskin program.
