Summary: | The patterns of change in the management of the port caused by a huge boost to
the globalization of many industries, namely the globalization of production,
distribution of manufactured goods and the movement towards a new public
management in governance that gave birth to a new idea to the management port.
Along the enactment of Law Number. 17 Year 2008 on the voyage, the port
management scheme in Indoneisa are undergoing the process of change
(transition) in the management. One goal is a process of elimination of
monopolies and the creation of efficiency at the port. The study was conducted
using qualitative method with descriptive analysis techniques. The description of
the symptoms that occur around the port management transition is obtained
through direct observation and interviews with stakeholders using purposive
method. The results showed that the transitions that occur in ports there is still
controversy laws and values which will be adopted in the future. Issues related to
the development and management of port infrastructure is the port layout
problems (analyze, conceptualize, design and create a system), especially in terms
of port layout is located in the region surrounded by the sea on all three sides
(cape). The answer to resolving problems through solving this port with a rolling
position strategy models, ie models of problem solving through observation
strategy issues patterns observed at first hand as the answer to solving the problem
of patterns on the second side, and vice versa. While the parties involved in the
management of the port is still in the process of learning together in finding
patterns of partnership, in order to answer the challenges of limited government
funds and land for the construction and development of the port. One of the
opportunities that can be used as a reference in the construction and development
of the port sector in the future, can be done by making the port as the Renewable
Energy and Renewable Energy Facilities Services.
