In this one, sea passenger transportation facilities require the government attention. In order to ensure the continuity of service to bridge people nationwide, Government has made efforts by giving assignments for economy class passengers sea transport in the scheme of public service obligations. However, PT.Pelni as recipient assignment always faces problems ranging from infrastructure up to lack of PSO funds. The observation aims to know further how the governance of public service obligation for sea passenger transportation organized so far in bounded rationality perspective and identify the opportunities to develop sea passenger transportation. The research takes qualitative description method of implementation of public service obligation for sea passenger transport by PT.Pelni. The research result submission based on primary data through interviews and correspondence as well as secondary data taken from the study of literature. The results shows the process of decision-making by the parties concerned in implementing the public service obligation for sea passenger transport runs partially. The impact of that is not yet issued policies on governance level which has a wider scope The conclusions show there are bounderies in decision making both in government as the regulator and PT.Pelni as organizer of public service obligations for sea passenger transportation. There are also opportunities to maximize the public service obligation. text
