THE RELATION BETWEEN THE CENTRAL GOVERNMENT AND THE LOCAL GOVERNMENT IN PROVIDENCE OF AIRPORT: (Study of Kertajati Airport Development in West Java)

Since the era of decentralization, the Central Government gave the role to Local Governments to be able to become the initiator of development and organization of transportation in its territory. That role used by Local Government to propose the development of a new airport. In the implementation of the development process, the initiator is often faced several obstacles that influence development progress, as happened in the development of Kertajati Airport in West Java.This research aims to gain a picture of the Division of Central Government and Local Government role in implementing providence of airport in decentralization era and know the perceptions of Central Government and Local Government in the airport development. This research done by qualitative method with descriptive analysis techniques. The data obtained through field observation, interviews, and documents studies. Based on the research, the writer conclude that in the development and providence of the airport faced several obstacles such as the provision of budget development, formation of organization and human resources for the management of the airport. Other obstacle include the difficulty of coordination that is caused by the difference of perceptions between the Central Government and Local Governments
