Increasing energy needs that are not proportional to the availability of energy requires fossil energy saving measures and the development of non-fossil energy. Concern to the saving energy is important to meet the needs of the present without compromising the potential for meeting the needs of future generations. The presence of the green building concept is exist through the effort to have a negative impact on the environment to a minimum, from the planning phase to the operational phase of the building. Green building technologies comes as an effort to control the high-rise building with a particular technology. Critical success factors green building technologies is technology and human. Because of behavior factors contributed the most to the success of green buildings, behavioral changes of the occupants of the building become important. This thesis takes the case in the Ministry of Public Works that are developing green building programs. In this thesis research study on green building programs that are running and study changes in the behavior of the occupants of green concept of the main building. Research carried out by comparison with the behavior of the occupants of the conventional building with qualitative methods, through field observations and interviews with the, managers, and building owners. It takes the active participation of the occupants of the building, manager, and owner of the building so that the effectiveness of governance related to building success in the implementation of green building programs. text
