The number of trips for Muslim tourists globally has increased to 131 million in 2017. A number of countries make Halal Tourism or Muslim-friendly Tourism an opportunity to increase state revenues, including Indonesia. Bandung Regency is one of the Regions which proclaims itself as a Halal Tourist Destination in West Java and has begun to develop it in the South Bandung Tourist Destination Area (Pacira). The problem that occurs in the development of Halal Tourism in the South Bandung Tourist Destinations (Pacira) is not yet supported by clear standardization and development strategies. In the Bandung Regency Tourism Development Master Plan also has not specifically mentioned the development of Halal Tourism. The approach used in this study is a mixed analysis method by combining quantitative and qualitative analysis (mix method). The data used are primary data and secondary data. Primary data is obtained from the results of observations and interviews with related stakeholders. Determination of informants using purposive sampling technique, snowball sampling and accidental sampling. While secondary data is obtained from assessments documents, statistical data, regulatory documents, journals, books and electronic media. The results of the study show that there are a number of standards that need to be met by the South Bandung Travel Destinations (Pacira) in developing Halal Tourism. Standardization obtained consists of five components and 23 subcomponents. On the implementation of its development, occur gaps between concepts (ideal conditions) and practice (conditions of reality) on each component and subcomponent. Based on its influence, in concept (ideal conditions) and in practice (conditions of reality), the component of amenity and service become the component with the highest level of influence. While the components of ancillary and policy become the components with the lowest level of influence. Based on its conditions, the component of amenities and service are the the best conditions. While the components of tourist attractions and marketing become components are the least good conditions. For development priorities, the components of marketing and tourist attraction are priority components to be developed because have high impact level but the conditions are not good. The results of the study show that the development of components of tourist attractions and marketing has not been optimal. Nevertheless, there are many conditions in the South Bandung Travel Destinations (Pacira) that are in accordance with the principles and characteristics of Halal Tourism development. The recommendations of this study are to complete the gap between ideal conditions and practices, then enhance cooperation and coordination between institutions and stakeholders so that the development of Halal Tourism components is more optimal. text |
