THE APPLICATION OF ANIMAL WELFARE ON INDONESIA REGULATION CASE: LIVESTOCK CATTLE

Legal instrument is required to control human behaviour in various aspects of society. Incomplete legal instrument is called legal void. One of legal void in Indonesia concerns animal welfare. Regulations related to domestication practice have not taken animal welfare aspect into consideration, at the same time domestication practice has significant impact to human welfare. This research aims to design animal welfare regulations to domestic animals in Indonesia with cattle slaughter as the case study. This research is using literature study method, combined with case study and investigation methods in the forms of interview and survey to those directly involved and community / society in general. In addition, direct observations at the farms are also utilised. Data is analysed both quantitatively and qualitatively. The research’s result shows that experts and practising professionals in laws and livestock have realised and understood the need for general or more specific animal welfare regulations. The majority of businesses and society tend to understand the importance of animal welfare regulations, however they are yet to willingly demand the regulations since these are still viewed as potential problems for business and production. Experts’ opinion and society alike are not sufficient to showcase the importance of animal welfare and whether or not they are to be adopted in Indonesia. This is due to the facts from the research that human’s health is directly related to the application of animal welfare in livestock breeding. The fundamental aspect that needs to be taken into consideration in the design of animal welfare regulations in Indonesia is how to treat livestocks in the production system in accordance with the animal welfare principles so that negative impacts to human’s health can be minimized or eradicated. For example, practices related to breeding, feeding, management and distribution. Some of the areas that need to be regulated are for example: content of natural food substitution, sanitary condition of the farm, time, and circumstances during transport.
