Summary:Urban farming program and Kampung Berkebun that has been run by Bandung Government are said to be the solution for urban planning and local food security. Even so, within its 5 years of running, there is still no comprehensive evaluation regarding the success, obstacle, impact and sustainability of this program. This research is aimed to evaluate the impact and sustainability of urban farming and kampung berkebun program, then attempt to formulate a step of alteration. This reserarch is using management evaluation framework from the Institutional Analysis and Development (IAD) combined with the theory of change (ToC). The method used in this research is mixed-method with case study approach. Data obtained through desk evaluation, structured interview with 10 respondents, in-depth interview with 10 stakeholders (Dinas Pertanian dan Pangan, urban farming practitioners, and urban farming observer), and also observation of the ecological condition of the lands used for urban farming in six locations in Bandung. Analysis was done gradually by analyzing the institutional aspect and also the ecological, social and economic sustainability of urban farming program. The analysis result was developed into LFA and ToC. This research found that instutionally, urban farming program is an implementation of Kawasan Rumah Pangan Lestari (KRPL) program and a form of implementation from the Bandung government program, specifically the Dinas Pangan dan Pertanian. Even so, the institution seem to be not ready to fully support urban farming practice, shown by the big dependancy of external aid. From the observation result of the environmental condition, 4 out of 6 location that was observed is suitable for the practice. Even so, there is still a need to apply both marginal space based and soilless technology since each location does not have a large amount of land to use for urban farming practice. Socially, urban farming practice increase the social interaction and personal ability of its practitioners. Based on ToC using bottom up approach, it was found that the alteration steps that must be taken can be categorized into 5 aspects: production land, production facility, human resources, product market and program benefits.
