Summary:Collaborative Transportation Management (CTM) is an integrated process which unifies all collaborating parties in obtaining the goals of inefficiency reduction and performance improvement in the transportation planning and implementation process. Maintaining a horizontal collaboration between rivalling or unrelated truck freight companies are still a challenge in Indonesia. This issue notably stemmed from the lack of trust between collaborating partners which contributes to the limitation in the extent of the collaboration. This research uses a behavioural approach to study the impact of human behaviour, in this case, the collaborating agents' interactions using key enablers to the human-side of CTM, which can affect collaboration performance, trust development and the extent of the collaboration. Key enablers to the human-side of CTM consists of “common interest”, “openness”, “prioritization”, “clear expectation”, “leadership”, “cooperation”, “benefit sharing”. This research will use two case studies of horizontal CTM among truck freight companies in Indonesia. The simulation was conducted using agent-based simulation in horizontal CTM to capture the emergent properties from the interaction among the collaboration agents and to give empirical evidence of trust development in horizontal collaboration mechanism. The simulation result shown that in order to achieve faster trust development with a shorter amount of time into the highest level of trust, all collaborating agents need to own all or most of the key enablers to human-side of CTM. The second discovery is that the presence of a neutral party that facilitates collaboration is not crucial in order to accelerate the trust development in horizontal collaboration between truck freight companies. Finally, the third discovery is among the key enablers to human-side of CTM, "openness", "common interest", and "clear expectation" are the most crucial. Openness relates to information sharing about its internal operation process, while “common interest”, and “clear expectation” allows to facilitate the trust development for both agents in obtaining full potential and benefits of the collaboration. For the future research, it is necessary to carry empirical study to determine the extent to which the horizontal CTM model is applicable in the real system, especially in the managerial decision context. Other topics for future research are analysing power play, bargaining and risks in the horizontal collaboration. 4 Keywords: Collaboration Transportation Management (CTM), horizontal collaboration, behavioral approach, agent-based modelling.
