Availibilty of fresh milk production in Indonesia only 25-30 percent to fulfill national demand, so most of the inadequacy was imported. An effort to increase domestic milk production has been done by the government with the addition of imported cattle population from Australia and New Zealand since 1979 to 1980. Before cow population, addition for 10 years (1969-1979), milk production reached only 72,200 tons, after cow population addition, within ten years (1980-1990), milk production incereased become 382.000 tons. To ensure the absorption of milk in the country, the national markets oblige milk processing industry to absorb the milk from the local farmer. Since the enactment of free trade, the quality of fresh milk into the problems of farmers, because the quality of imported milk is much better and have the same price or even cheaper than the local milk. The milk qualities problems that can not compete with imported milk will be assumed to cause the poor condition of the micro scale dairy cattle farm in Kecamatan Lembang in the future. This study was conducted for evaluation and managing of strategy for micro scale dairy cattle farm in Kecamatan Lembang, so that people can generate high profits and sustainable for society. The study was conducted in Kecamatan Lembang under the working area of Koperasi Peternak Sapi Bandung Utara (KPSBU). Working method is based on a modification of the stages of strategic planning for the company. Formulation of the strategy carried out through three phases: determination phase of the key internal and external factors, matching phase using the SWOT matrix, as well as the decision phase using QSPM matrix (David, 2006). The resulting strategy is implemented in a more technical work steps. From the results of the implementation strategy, evaluation strategy to see whether there are poeappropriate strategies to be applied in the Kecamatan Lembang’s cattles. The data analyses are descriptive, statistical analysis and financial ratios analysis. The results of the data analyses are obtained by the number of lactating cows for 59.57% of all cattles. The Quality of Kecamatan Lembang’s fresh milk is in compliance with the terms specified by the Indonesian National Standard (Standar Nasional Indonesia/SNI) 01-3141-1998. The average production is about 14.52 liters of fresh milk per cow per day. Pricing is based on the quality specifications set by the Milk Processing Industry. As many as 83,33% of respondents only have 1-4 cows. There is no relationship between age and farming experience with farmer’s enterprise-scale but the education levels have a relationship with the farmer’s enterprise-scale. Role of Koperasi Peternak Sapi Bandung Utara (KPSBU) is performing Counseling and Training, Health Services, Farming Services and Finance Services. For 61.73% of Kecamatan Lembang’s fresh milk sold to PT Frisian Flag Indonesia. Based on the calculation of NPV with discount rate of 15%, a positive NPV is obtained on the

number of cows more than 4 cows. Some Technical Management procedures are performed in Kecamatan Lembang is not in accordance with the recommendation of Directorate General of Animal Husbandry (Ditjen Peternakan). Kecamatan Lembang with a temperature of 22oC resulted in cattles are now having trouble adapting and will show symptoms of decline the milk production. The available land area only needs about 6,000 cattles. There are still about 1,500 hectares required for the needs of all cattles in Kabupaten Lembang. A total of 34.44% of respondents dispose of cattles waste into waterways and rivers. Only 1.11% of respondents are already using biogas technology.
From the SWOT analysis matrix, obtained three possible strategic options. Of the options strategy, QSPM analysis showed that the product development strategy has the highest total value of interest. Product development strategy is carried out by improving product quality and further processing of the product so it has a higher sale value. This strategy is implemented through short-term goal setting, determining a common policy, and allocation of resources according to priority objectives. The strategy evaluation results suggests that based on three approaches (social, ecological, and economic), product development strategy feasible to be implemented in Kecamatan Lembang. |
