Since the regional autonomy program has been legalized, Riau Province has become a new economic power in Indonesia due to its abundance natural resources. It causes Pekanbaru as a capital city of Riau Province has faster growth in economic sector, commerce, transportation, housing, health, education, industry, and other sector. This growth has caused a rapid growth of population. Meanwhile, it is not followed by effort in improving the environmental quality, mentioned, the urban sanitation does not exist, such as a domestic waste water treatment plant (WWTP). At present, the facility for domestic waste water disposal which exist is only using a septic tank, moreover there are some which are disposed directly to the drainage system or to the river. Therefore, it is necessary to build a WWTP to protect the river as a water body receiver and ground water from water pollution, then the environmental quality will be preserve. The WWTP development is planned to be done by two certain step, they are the 1st step, begins from 2005 until 2015 which serves 60% of services area, and the 2nd step begins from 2015 until 2025 which served 70% of service area. The waste water flow at the 1st step is 0,426 m3/second, and 0,945 m3/second at the 2nd step. The WWTP is planned to use a biological treatment because the domestic waste water has a lot of biodegradable organic matters. The alternative of biological treatment is chosen based on the waste water characteristic, process performance, technical and environmental aspect. The alternative consist of Completely Mix Activated Sludge, Contact Stabilization, and Aerated Lagoon. Then, based on the economical aspect which are cost of investment, operational cost and maintenance cost within the planning time, it is chosen the contact stabilization as a biological treatment unit, because it has the least present value annual cost. As a whole, units which will be build in Pekanbaru WWTP are bar screen, grit chamber, comminutor, equalization tank, pump station, 1st sedimentation tank, contact tank, stabilization tank, clarifier, gravity thickener, and sludge drying bed. The total cost which is needed to build this WWTP is estimated Rp 34,4 billion. text
