Every single person in Indonesia must have health insurance based on government rules. In practically, there are a lot of problems. One of obstacle is possibility of fraud. KPK has received 400 Billion rupiah potentially from fraud reported by BPJS Kesehatan. There are so many ways that have been done to reduce fraud possibility in insurance system. OJK released several rules to reduce fraud possibility, one of the rules is to control information system or make some changes. Information system control was chosen in this research. the process start with identifying the actor that involved, assets that will be registered, then the transaction will be happen. Access control will be made to the actors that were involved. One of the technology that is good and can provide to all the elements is block chain technology. Basically, blockchain is distributed ledger technology. This system can make the ledger become transparant and can do verification. Because all of the ledger will be distributed not only to the participants (in this case hospital and insurance) but also to the other actor such as controller (like OJK. KPK, etc). This research will prove blockchain concept using hyperledger platform and in this reseach, the concept had successfully proven by distributing all of the ledger that were saved to all the actors in the system or in the other machine so that all the actors will receive a copy of the same ledger.
