This issue often being the cause of the rejection of national fishery product in international market. Beside of problems in lack of environmental pollution and production process control, another important thing is the problem of validity of data analysis. Without valid data there is no guarantee that quality of a product comply to international standard. One of the most important factor in laboratory testing quality assurance is the usage of reference materials, which are very limited in Indonesia. In this research a secondary reference material has been developed to support quality assurance of heavy metals lead (Pb), cadmium (Cd), merkuri (Hg) analysis in fishery product. Candidate materials were prepared from marlin fish which are naturally contaminated by heavy metals. The fish fillet were then blended, freeze dried, grinded, and shieved, yielding a fine 140 mesh fish powder packed in bottles each containing around 10 g. Graphite Furnace Atomic Absorption Spectrometry (GFAAS) that used for assigning value of the candidate materials has been optimized and validated using SRM NIST 1566b-oyster tissue. Recovery for Cd was 109.8%, while for Pb was 101.8%. Homogeneity test using ANOVA showed that the material have proper homogeneity level. Assign values were obtained by analysis using validated GFAAS method and give value of 0.15 mg/kg for Pb (dry basis), but unfortunately content of Cd was below method’s detection limit. Content of Hg was obtained by analysis using mercury analyzer method and give a recommended value of 1.96 mg/kg (dry basis). This secondary reference material then can be used to support testing quality assurance by relevant national laboratory who carry out analysis of heavy metals in fishery product. text
