Summary:In airline operation Fuel price plays a major role, approximately half of the operation cost of Garuda is for the fuel , but with the recent situation around the globe makes the oil price very unstable and volatile a new initiative need to be used in order to minimize these operation cost. One of these initiative is the use of Cost Index (CI) in daily flying operation. These research aim to see the benefit of Cost index to Garuda with the ever changing fuel price, and to see what the necessary step are to use to smoothen the implementation To Garuda. In these research both quantitative by use of historical and current data from Garuda and qualitative method by doing interview and observation to and around Garuda staff would be used. The result of the research conclude the sue of Cost Index is economical when the oil price is at least $70 dollar/barrel if the oil price is lower than that it would make the operational cost higher. And the hurdle Garuda faced to implement CI are the lack of pilot feedback, not accurate data usage and single number CI. To solve it the use of integrated system in order to keep up to date data and makes use of optimum Cost index, The usage of few drive form octalysis framework could be applied to help monitor and give feedback to pilot.
