Started their business in 2001 as family business in Surabaya, they aim to be the market leader in shoe retail industry in local market. Unfortunately, due to miss management and internal conflict, they unable to catch up with their competitor and left behind. Currently the company wanted to expand their coverage area and new market, but unfortunately, their people can’t compensate with the growth of the business. The board of director realized that many of the initiatives and company’s strategy can’t be executed because of people scarcity. Most of company’s strategy are failed to be executed because they don’t have enough competent people to perform the job and achieve company’s objectives. This imbalance became serious problem when the company doesn’t have an HR framework that used as the guideline in managing people. The purpose of this research is to formulate an HR framework and link it with the company's strategy and business process. The research method used is qualitative research using interviews and field observations, which involves several related parties such as board of shareholders, line managers and the HR personnel. The HR framework is a conceptual framework that shows the relationships between functions in Human Resources. The framework development is influenced by company’s strategy and business process of the company. On the other hand, the implementation of this framework also needs to be aligned with the strategic management and business process management within the organization. By applying Job Management and Competency-Based Human Resource Management practices within the HR framework and link it with company's business processes and strategy, it is expected that the HR department can manage people more effectively in their operating systems, starting from recruiting candidates, assessing, conducting new employee orientation processes, training, appraising, rewarding, retaining, up to the process of preparing competent people to execute the company's strategy. text
