Summary:The community of Panamboang Village is a group of people who live in coastal areas with characteristics as fishermen. As fishermen, the people of Panamboang Village utilize marine resources as the main focus in their livelihoods. With the development of transportation technology in fishing communities it also has the impact of changes in fishing activities. With the development of this transportation technology there have been various kinds of activity adjustments for fishermen. This change involves various kinds of regimes involved so that changes in society must be seen as a whole from the influence of policies on changes in the fishing community of Panamboang Village. To see this change the method used is Multi-level-Prespective by looking at the landscape, Regime and Niche. Landscapes see the influence of regional economic growth and maritime axis which are pressed to the regime as a rule maker or program to support the desires of the landscape, the next technique of the Regime to the fishing community of Panamboang Village as a niche which is the focus of changes in policy Regime. The niche change in phase I from fishermen katinting to boat services by making various adjustments to the new technology provided, phase II adjusting fishing gear and operation of aid vessels, phase III shifted the activities of some fishing communities in Panamboang Village as timber seekers, in this final change influenced by central government intervention through sea toll policy
