A good plastic waste management is one of the important keys to prevent the environmental pollution. This paper discussess the analysis of material flow and potential plastic waste recycling which has an important role to plan plastic waste management program in Banyuwangi Regency. Samples obtained through observation, direct waste sampling, and interviews. Sampling locations consist of waste sources, used-goods collectors, and open environment. The results from samples analysis then analyzed again using Material Flow Analysis (MFA) method. From that model, the amount of plastic waste managed by system (landfilled), entered the used-goods collection to be recycled, and discharged directly to environment can be evaluated. Then three management scenarios are projected for 2029: (A) business as usual; (B) improvement of waste management services up to 70% in urban areas; (C) improvement of waste management services up to 70% in urban areas and increase in plastic waste collection up to 30%. Comparisons between scenarios were evaluated using financial analysis and selected which produced the biggest profit with the least pollution to the environment. This study also estimates that from 60.000 metric tons plastic waste generated every year in Banyuwangi Regency, 21% of them has been collected by waste bank and informal sector. Plastic waste composition which reached almost 18% dominated by plastic bag (5%), plastic packaging sheet (4%), and non-colored PET bottle (2%). Every month, there are about 1.000 metric tons of plastic waste recycled in Surabaya City and its surrounding cities supplied by Banyuwangi Regency, supplied from informal sector. The analysis results also show that major plastic waste pollution in Banyuwangi Regency from waste sources and informal sectors reaches 52%. In addition, the best waste management (especially plastic waste management) scenario suggested to be applied is scenario B (improvement of waste management services up to 70% in urban areas).
