That caused by the needs of the development process that increases every time. Basically, land cover change causes disruption of the hydrological cycle in urban areas. That reducing the amount of pervasive rainwater and increasing the quantity and speed of run-off. The increase in number and speed of run-off increases the potential for flood disaster in the urban area. Melong, an area in the southern part of cimahi city, is an area that prone to flooding. Recorded during last two years (2016-2017), in this region, there are 47 flood events, and the most frequent area is located in RW.02 (18 times flood events) with flood depth of 0,5 meters to 1 meter. Floods in the RW.02 Melong are pluvial and fluvial floods. Pluvial flooding occurs because of the high run-off water produced by the area in rain condition. Fluvial floods occur because of overflowing from the Cimindi-Cisangkan and Rancamalang River. In increasing the resilience of the RW.02 area of Melong to the flood disaster it can be achieved by implementing the principle of adaptive area design for flood disasters which consists of capacity resistance, and absorption capacity in the components of the design of the melong area. Resistance capacity is the ability of the design area to reduce the impact and potential of flood disasters. while absorption capacity is the ability of the region to be able to operate in a flood. Implementation of these two principles into the components of land use, the intensity and mass structure of buildings, circulation and parking, green and blue open spaces, and pedestrian lines will form a design area of RW.02 Melong into a flat housing area with the main concept of flood resilient urban neighborhood. text |
