PERFORMANCE EVALUATION AND SUSTAINABILITY OF RECYCLING BANK PROGRAM AS ONE OF THE APPROACHES IN WASTE MANAGEMENT WITH 3R CONCEPT (CASE STUDY IN CIMAHI CITY)

The City Government of Cimahi has built waste treatment facilities including processing inorganic waste in the form of recycle bank units scattered throughout the city of Cimahi as the implementation of waste management which refers to Law No. 18 of 2008 concerning waste management, but there are still recycle bank units that doesn't work. Seeing these conditions, it is necessary to study the performance of the recycle bank unit program so that it can run sustainably by analyzing influencing factors, analyzing the effectiveness of waste reduction and program feasibility. Data collection is done by direct measurement methods, questionnaires, interviews and observations made to customers and managers of recycle bank units as well as stakeholders and related parties. The study location consists of recycle bank units that are still functioning and not functioning with four types of categories, namely the categories of schools, settlements, offices and public facilities. Determination of factors that influence the sustainability and functioning of the recycle bank unit is carried out by logistic regression analysis. The results obtained for each category in the form of aspects and criteria that affect the functioning of the recycle bank unit. Factors that influence the sustainability of the recycle bank unit program in all categories, namely the operational standard variable recycle bank unit procedures. category, namely BCR> 1 (feasible) except for the category of public facilities, namely health centers in the district with a BCR value <1 (not feasible). The SWOT analysis results found that the position of the recycle bank unit program is in quadrant 1 which is a favorable position, but still needs some improvement in future program development for the sustainability of the program as well as improving the performance of the recycle bank unit going forward.
