STRATEGY OF PUBLIC OPEN SPACE OPTIMIZATION ON WATERFRONT AREA DEVELOPMENT AT KENDARI GULF WATERFRONT

Kendari as the capital city of Southeast Sulawesi Province which has waterfront characteristic or in this case is gulf, has a big potential on utilization and development model of public open space in waterfront city. The city has a special geographical characteristic because it spread around a gulf in the middle. However, the condition of what happen from this several past years has shown the circumstances of gulf environmental physical degradation, which unable to handled well by the local stakeholders. On the other side, there are no alignment in the policy of preservation management and the utilization. The utilization potency of open public space in Kendari Gulf waterfront area as a part of city space, in fact had not been treated well, so indicate the serving and using of city public space in Kendari is not optimal. What has already stated before is just a small amount of the description of overlap and disunity in policy and planning of Kendari Gulf as a city’s public space asset. Basic on that matters, this research is aim to formulate the strategy of public open space facility optimization, which applicative and can be use as reference to create a public space quality at Kendari Gulf area. This study is important to identified the problem structure, interest and stakeholder involvement in optimize public open space in gulf waterfront area, also to formulate development strategy which can be use for create a Kendari Gulf waterfront area with public open space as the main feature. This research is operated by using qualitative method, with primary data collected by field observation and interviews to related stakeholders which are the institutes in part of Southeast Sulawesi Government and Kendari City Government which are related to Kendari Gulf area development. Observation is operated to directly observe the condition of Kendari Gulf waterfront area and every activities which are happen on it. As the interviews are operated to identify what factors that has become the potencies or obstacles in developing Kendari Gulf waterfront area. That factors will be concluded as strengths, weaknesses, opportunities, and threats in formulating the strategy of public open space optimization in developing Kendari Gulf waterfront area. iv From the study result then has identified four important aspects in development of Kendari Gulf waterfront area, which were then formulated into the strategy of public open space optimization on Kendari Gulf waterfront area development is intend to maximize the power potency and opportunity that it has, and to minimize the weaknesses and threats. The formulate strategy of public open space on development of Kendari Gulf waterfront area in this study research is divided into three kinds of strategies, they are general strategy, main strategy, and functional strategy. This three kinds strategies are downsizing from each strategies before. The general strategy of public open space optimizing on waterfront area development of Kendari Gulf is formulated descriptively from the study of problem structuring, the strategies are (1) Improving the quality of public open space quality by redesign as according to standard components and principles. Beside that, also to finds new funding sources by involving the privates sector by making the smart cooperate scheme between the local governments and private stakeholders. (2) Revitalization of the gulf open water area and its around areas is has to be basis on the ecological and sustainability principles, not just chasing the economical profit values. The main strategy is formulated by using the SWOT analysis, as for the functional strategy which is the form of technical explanations from the main strategy, is grouping according to several aspects of optimizing the public open space on the development of Kendari Gulf waterfront area which are legal aspect, physical aspect, institutional aspect, social and cultural aspect, and funding aspect. In the end, it is hoped that this formulated strategy can be use as considerate material of policy determine and programs in development of Kendari Gulf area which contains the spirit of sustainability city development.
