research. PT Crude Pacific Indonesia (CPI) is one of the oil and gas company operated in west part of
Indonesia. PT CPI has run this business for over 90 years under Production Sharing Contract (PSC) with
Government of Indonesia.
Facing the end of production Sharing Contract (PSC) in 2021 and the significant decline of global oil
price in 2015-2016, PT CPI has established many initiatives for cost efficiency. One of it is the payment
automation of employee expense reimbursement by applying a new application called CTREX. This
payment automation thru CTREX was claimed can decrease the operational expense for related team
significantly. Based on the employee survey, there is a doubt of the efficiency of this payment
automation. Therefore, this research is done to check the result of this automation and its impact toward
the initial purpose for cost efficiency, output quality and deliverability to the employees. This research is
used to evaluate whether the targeted cost efficiency can be reached and whether the service team can
maintain the expected quality and service level to the employee.
The method used in this research is QCD (Quality, Cost and Deliverability) method. QCD is a
management approach to measure the efficiency of a process which is suitable for the purpose of this
research. This research will evaluate the process prior to payment automation (2015) and post payment
automation (2016) used in the operation area of PT CPI.
Based on the analysis result, this automation thru the use of CTREX can’t reach the initial target of cost
efficiency while maintaining the output quality and service level. For mitigating this gap of expectation
and actual result, there are 2 initiatives of improvement suggested in this paper: first, limiting the number
of employee expense report submitted in a month and second, accumulate the payment to be release at
once. By applying those two initiatives, the processing fee or application fee of report submitted thru
CTREX can be reduce to reach the targeted cost efficiency |
