THE CHALLENGE OF ECOSYSTEM-BASED FLOOD DISASTER RISK REDUCTION IN KAMPUNG LAUT, CILACAP REGENCY

Kampung Laut was once a Segara Anakan Lagoon which experienced sedimentation until it became land. The amount of sedimentation was 0.87 million tons/year for the Cibeureum River and 0.22 million tons/year for the Cikonde River. Increasing land arises due to sedimentation of river flows causing lan...

The amount of sedimentation was 0.87 million tons/year for the Cibeureum River and 0.22 million tons/year for the Cikonde River. Increasing land arises due to sedimentation of river flows causing land conversion and environmental degradation. This has triggered an increase in the number of people living in the Kampung Laut area because it has new resources for the sustainability of people's livelihoods. Environmental degradation and low topographic conditions pose a threat to the community when the intensity of rainfall is high which can cause flooding. To create awareness in restoring the functions of ecosystems ecosystem-based disaster risk reduction can be used as a way for communities to survive sustainably with conditions that are vulnerable due to environmental degradation due to natural and human factors. The main objective of this research is to know the challenges in ecosystem-based disaster risk reduction in Kampung Laut. The research approach uses mixed methods through observation, interviews, and literature studies using flood hazard analysis, vulnerability analysis, risk analysis, and risk perception analysis. Based on the results of the analysis of Kampung Laut has a low level of risk that is influenced by social factors, economic factors, and environmental factors. Community actions towards flood risk reduction have other benefits in restoring economic conditions including the construction of dikes and canals to control flood water, as well as the utilization of mud carried by river flows when flooded for agricultural land. However, community efforts in restoration and environmental conservation are still minimal. Some of the factors that influence it are the low public awareness in understanding ecosystem functions text
