In Medium-term National Development Plan (RPJMN) 2015-2019, there is a strategy for developing strategic areas through increasing the capacity of human resources and science and technology in order to support the improvement of the ability to innovate to improve competitiveness, and optimize interaction and utilization of higher education resources, research and development institutions, and the business world.The program was implemented through development of 100 Techno Park / Science Park in regencies / cities in each province, one of them was Cimahi Techno Park in Cimahi City. Tecno Park is a place to develop innovation and collaboration among actors involved. In order to improve regional competitiveness, Cimahi City developed the telematics based creative industry through incubation in the Cimahi Techno Park program. Incubation is a series of process to increase the capacity of tenants both business and technology that aim to create technology-based startups (PPBT). However, businesses established by incubation tenants still have the possibility of failing to grow after going through the process. This study uses the content analysis method to get conclusions from the data obtained by considering the context so that it gets an understanding of the incubation services provided and the growth of the tenant business. Based on the results of the study, the Cimahi Techno Park program was not optimum for building competitive technology-based startups that can compete in the global market based on at the role of the actors involved and the availability of services provided.
