FINANCING OPPORTUNITIES OF PUBLIC GREEN OPEN SPACE PROVISION IN CIANJUR URBAN AREA

The availability of urban green open space (GOS) has become an important aspect in planning and research because of the importance of GOS for urban population welfare and the Government's obligation to provide public green open space of 20% of the total urban area, in accordance with the Act Number 26 of 2007 article 29. The current condition of public GOS in the Cianjur Urban Area is only 52.51 ha or only around 0.92% of the total 20% that must be provided by the Government. If added to the potential for green open space to reach 3% of the total target of 20%. To reach the target of 20%, the Government plans to develop green open space as wide as possible 741.54 ha stated in the RDTR and PZ Draft Regulations on Cianjur Urban Areas in 2016-2036. The development plan reaches 13% of the proportion of 20% that the Government has provided. The need for costs to realize the plan to develop green open space reaches Rp. 2,846,702,910,139, -. The financial capacity of the Cianjur regional government has not yet been able to realize the plan. The degree of Fiscal Decentralization in Kabupaten Cianjur is still included in the less category, but has a fiscal space that continues to increase and in 2018 around 40.96%, this condition indicates the government's freedom to allocate resources for the development of public infrastructure such as GOS. Financing opportunities for the provision of RTH can still be done with conventional financing or through the APBD because the Cianjur regional government has a considerable fiscal space, so that with such financial flexibility the government can allocate a budget for RTH greater than what is currently planned, this means sacrificing other infrastructure development budget allocations that have been partially planned to be diverted to finance the development of public green space. Opportunities for non-conventional financing involving the private sector such as bonus zoning and transfer of development rights are difficult to implement because there are no legal instruments that regulate in detail, but there is a considerable opportunity from the scheme of corporate social responsibility (CSR) because Cianjur Regency already has procedures and the legal basis for regulating CSR and there are quite open opportunities from the scheme ruislag and PPP.
