Research on the development of quality management principles for domestic wastewater management through evaluating the performance of distribution systems and wastewater treatment plants (a case study of X Drinking Water Company in Bandung City has been done. Problems faced in managing domestic wastewater in the city of Bandung, one of which is the Performance of IPAL X not optimal, this affects the process and quality of water produced by the waste discharged into receiving water bodies so that there is need a self evaluation study on human resources and standard operational procedures for the operation process units Waste Water Division's PDAM X. This study aims to evaluate the operation and implementation of PDAM X Kota Bandung wastewater treatment plant and evaluate the organization, policies and regulations in the implementation of WWTP X. The study used a descriptive survey design carried out on PDAM X Waste Water Division employees. The method used in this study used the interview method for WWTP X operators and field observations. The data obtained were analyzed by SWOT Analysis. The results showed that PDAM X Kota Bandung Wastewater Division had a Standard Operating Procedure (SOP) for the operation of a wastewater treatment plant unit that was published in 2008. There was a mismatch between the SOP and the activities of workers in the operational unit and the results of IPAL X wastewater quality tests were not in accordance with the quality standards set by the government. Improvement of operational management can be done by designing a quality management system in accordance with the policies set by the government.
