Current finding in Island studies shows the existence of some island with urban characteristics which are referred as island cities. Island cities face vulnerabilities because they naturally have limitations and isolation, but on the other hand, they experience rapid growth and development. This study aims to identify the island cities in Indonesia and the characteristics possessed by the island city. Urban characteristics in the archipelago are viewed from the number and density of population, and the economic structure. The results found 5 island cities in Indonesia from 22 regions characterized as islands region in Indonesia, which are Sabang City in Aceh Province, Batam City in Riau Islands Province, Tarakan City in North Kalimantan Province, Ternate City in North Maluku Province, and Ambon City in Maluku Province. Government intervention is a factor that drives the development of an island to be an island city, which mainly consists of development projects. The existence of development policies and projects provides a source of funding for an island region to be able to expand. In addition, it is also found that Island City is a concept that requires agreement and understanding because it can be an ambiguous and counterproductive concept, especially in archipelagic countries. Without agreement on the operational definition of the island region, the concept of an island city will overlap with cities in areas that are generally referred to as islands but do not have island attributes such as vulnerability and isolation. This study shows that the limitations and isolation of the island region does not cause the island region to be a lagging and undeveloped region so that the concept of island city is a paradoxical concept. The existence of urban areas may occur due to geographical reasons as well as policy interventions, but still has a limit on these activities as a result of the nature of the island region. text
