URBAN HERITAGE AREA CLASSIFICATION AS A BASIS FOR ITS CONSERVATION PROVISIONS IN BANDUNG CITY

Urban heritage area has important roles in the city, therefore it should be recked in the strategy of urban development. One of the way to reck the urban heritage area is conserving it. Each urban heritage area has different character and condition that make every urban heritage area has different conservation provisions. Bandung City is one of Indonesia’s city that concerns about its urban heritage area conservation. However, this city does not have the conservation criterias and the classifications that shows the prioritize for conservation of each heritage precinct yet or even provisions for its conservation, hence the conservation and management applied the same things to every heritage area. Therefore, this study was conducted to identify the characteristics of value used to classify heritage area and classify urban heritage area in Bandung City, including formulating the conservation provisions. This study is qualitative research using two methods for collecting data which are primary and secondary survey. The primary survey was observation for collecting the information about characteristics of heritage area in Bandung city. The secondary survey was literature study that was held to understand the theories and the characteristics of urban heritage area conservation and to determine the criterias for identifying urban heritage area in Bandung City. The method used for analysis was content analysis. Judgement of heritage area can be conducted based on 4 value: history value, scientific value, authenticity of district’s physical character, and aunthenticity of district’s spatial function. Bandung City’s heritage area judgement which is conducted based on history value, authenticity of district’s physical character, and authenticity of district’s spatial function shows that the majority of city’s heritage area have high value and authenticity, and is located primarily on the city center. While areas with moderate value and authenticity are located on the north and areas with the low value and authenticity tend to spread through out the city
