Readiness-Level Evaluation of Pekalongan City in Developing Minapolitan Area in North Pekalongan Sub-District

Pekalongan City is one of the cities that are planned as a capture fisheries-based minapolitan area in 2013. The development of minapolitan area must be based on criterias that serve as benchmarks so that the program can be done well. Until now, there has not been any study that states the quantification of maritime and fisheries sector development in Pekalongan City after minapolitan program implementation because no evaluation has been conducted. Therefore, an evaluation is needed to see the readiness level of Pekalongan City in order to develop minapolitan area exactly in North Pekalongan Sub-District. This study uses a pseudo-evaluation approach in which at the beginning of the study nine core elements were generated to assess the readiness level of Pekalongan City in developing its minapolitan area, i.e. policy support, availability of data and information, environmental conditions and natural resources, facilities and infrastructure, production-chain systems, innovation and efforts to multiply results, institutional support, financial support, and sustainable managementare. Based on the core elements and indicators, the readiness level of Pekalongan City in developing its minapolitan area will be done through observation, interviews, and literature studies of relevant documents. Based on the results of the research, it was found that Pekalongan City was at a very prepared level to develop minapolitan area. The result shows that there is one core element that is perfectly fulfilled, namely innovation and efforts to multiply results. In addition, there is also one element that is not fulfilled at all, namely financial support to implement the minapolitan program. Although in general Pekalongan City can be said to be very ready, there are still some obstacles that cause the minapolitan area to not work well. Therefore, a development strategy that is carried out by the 5C method is needed to improve the government’s system and bureaucracy related to the Minapolitan program in Pekalongan City.
