The law specifically mandates that the formulation of Village Development should be based on an assessment of community needs. Assessment of community needs can be done through gathering ideas or channeling voices. In the process of implementing village development, the distribution of people's voices is inseparable from the unique characteristics of the village itself. Guranteng Village, Tasikmalaya Regency is a village with the characteristics of scattered populations with low accessibility. While accessibility affect the level of participation with high significance values. For this reason a study was conducted on the characteristics of channeling voices by considering the characteristics of the village in a spatial and socio-cultural manner. In order describe the characteristics of channeling voices, this study considers certain components consisting of actors, mechanisms, sectors, and effectiveness of voices in their influence on village development planning. To determine key actors, SNA (social network analysis) analysis is carried out. While to look at the mechanism and sector, content analysis was carried out on the results of interviews and observations which were completed with descriptive statistics by compiling a crosstab table. As for knowing the effectiveness of voices, two approaches were taken. The first approach is the document approach by comparing documents resulting from the distribution of aspirations through the Musrenbangdes and APBDes documents. The second approach is by looking at the channeling of voices, namely the community. The results of this study explain that the characteristics of voices in Guranteng Village are mainly concentrated in the formal territorial structure with formal mechanisms through meetings, although there is informal mechanism formed through social activities such as community service, holiday celebrations, or posyandu activities, while the content of voices that is channeled is still concentrated in the sector of infrastructure development and welfare, while the distribution of voices in Guranteng Village has contributed to the planning but has not been felt effective by the community. text
