Summary:People with disabilities are the most vulnerable group of people to social exclusion. To build an inclusive city, development must fulfill the concept of access for people with disabilities. This concept includes availability, accessibility, ac commodation, affordability, and acceptance. Purwakarta Regency is currently actively developing city parks with the aim of providing open spaces for the community to socialize and increase the amount of green open space. To create an inclusive city park, the government needs to provide facilities that meet the needs of all communities without exception. This is reinforced by Law No. 8 of 2016 concerning People with Disabilities that requires local governments to guarantee landscape infrastructure that meets access needs for people with disabilities. But in fact violations of providing access for them are not sanctioned as they should be. This study aims to identify perceptions and preferences of p eople with disabilities in fulfilling access to public open spaces in Purwakarta Regency. In addition, this study also intends to identify factors that i nfluence visiting frequency of people with disabilities to public open spaces. The research method used in this study is a qualitative descriptive method. The results of the study show that the fulfillment of access for people with disabilities in public open spaces is still not optimal, where there are still some facilities that have not met the needs of people with disabilities. The frequency of visits of people with disabilities to each park is influenced by various different factors based on socio -economic conditions, perceptions, and preferences of people with disabilities on public open spaces, although most of these factors do not significantly influence. The most significant factor is the perception of people with disabilities on security conditions in public open spaces
