EVALUATION OF COMMUNITY PARTICIPATION IN DEVELOPMENT PLANNING OF SURABAYA CITY THROUGH e-MUSRENBANG

Planning is a process of policy analysis and social learning, so it must be done with participatory. Participatory planning is one approach that can support communicative planning by involving the community directly in the planning process. The planning system in Indonesia applies a combination of top-down and bottom-up approaches, which accent aspirational and participatory ways. In its implementation, a bottom-up approach in the development planning process in Surabaya is carried out by e-musrenbang to assist the process of submitting proposals for development activities by the community which is usually carried out at the musrenbang forum. But in terms of representation and the ability to take aspirations, representation in access to e-musrenbang is not enough to guarantee the bottom-up aspirations are conveyed or become part of decision making in the next stage. In an era where people are increasingly literate about public information, a fast, appropriate and systematic way is needed to capture aspirations. Therefore, it is necessary to evaluate community participation in Surabaya development planning through e-musrenbang. The analytical method used is the content analysis of literature and library to determine the criteria, indicators and benchmarks of community participation level in the implementation of e-musrenbang. To assess the achievement of community participation level in e-musrenbang, a pseudo evaluation approach was carried out with benchmarks set out in the previous analysis. The results of the analysis at this stage indicate that the level of East Surabaya community participation in online e-musrenbang has reached a moderate level. Which means that the community has been hurdled to convey the existing problem issues and be able to provide proposals for programs and activities based on these problems. Then, in the final stage, to find out the factors that influence the effectiveness of community participation in e-musrenbang, a qualitative descriptive analysis is conducted. The results of the analysis show that the factors of actors' readiness and involvement, information and instrument readiness, organizing the flow of the musrenbang process, documentation and follow-up of the results of the musrenbang have an influence on the effectiveness of community participation.
