Summary:The increase in the risk of flood as an impact of climate change and extreme weather are increasingly occurring at the community level. The communities in urban kampong of Pagarsih Area, Bandung City, Indonesia are at risk of flood since many decades ago. They are threatened by flood not only because of the increase of extreme rainfall intensity in recent years but also because of the increase of flood debit after the development of water basement in Pagarsih Street. As resilience is understood as the opposite of vulnerability, it is important to increase the resilience capacity to reduce their vulnerability. Community resilience is not only built by the vulnerable community, but also there is a relation between the community and the relevant government. Therefore this study aims to identify the ability of the community and the role of the government to build community resilience in urban flooding in Pagarsih Area. Qualitative data are collected through in-depth interview representative of community and related government in Bandung City, West Java Province and national level. The collected data is analyzed by content analysis method that is categorized under a number of indicators which is combined from some related literature. The indicators are institution, economic resources, knowledge and learning, infrastructure, and social cohesion. Each indicator has sub-indicators to operationalize it. The analysis results of each indicator are quantified by fuzzy set qualitative comparative analysis method and visually presented in radar chart of the resilience level. Then it was followed by a SWOT analysis to formulate recommendations for improving community capacity and the role of relevant government in building community resilience to urban floo ding in Pagarsih Area. The results show that most of all indicators of community resilience have not been fulfilled either by the government or by the community. However, there are potentials and opportunities that can be developed by the government and the community to overcome weaknesses and face future threats, so it can help to enhance community resilience in the face of urban flooding in the Pagarsih Area.
