The Limit of Acceptable Change Framework (LAC) is used as a sustainability tool to identify limit of tourism development. This study aims to identify environmental and social indicators as a limit of change in tourism development that acceptable. based on the perspective of each community group. The objective of this research is to identify the Labuan Bajo tourism issues or problems based on stakeholder perspectives, Labuan Bajo tourism opportunity class descriptions, and identification of environmental and social indicators as a limit of change in tourism development in Labuan Bajo based on community prespective. Methods of collecting data are direct observation, interviews and questionnaire surveys. The questionnaire survey was conducted by involving respondents from the Labuan Bajo community who were divided into groups of fishermen, West Manggarai community groups, groups of tourism entrepreneurs and workers from West Manggarai, as well as groups of tourism entrepreneurs and workers from outside West Manggarai or migrants. The Likert scale is used in collecting data through questionnaires to measure community assessments based on the level of importance and conditions of each environmental and social indicator. Scale 1 is very unimportant to scale 5 to be very important in assessing the level of community interest in environmental and social indicators. While the scale 1 is very bad to scale 5 to be very good for assessing the condition of each environmental and social indicator. The analytical method used consists of qualitative descriptive analysis to analyze Labuan Bajo tourism issues or problems based on stakeholder perspectives and opportunity class descriptions and quantitative analysis with an important performance analysis (IPA) approach to identify environmental and social indicators as a limit of change in tourism development that acceptable. Indicator as a limit of acceptable change in tourism development in Labuan Bajo that is an indicator that considered important but it have a poor condition assessment based on a community perspective or an indicator included in Quadrant 1 on the IPA diagram. From the analysis, it is known that the issue or problem of tourism development in Labuan Bajo based on stakeholder perspectives in Labuan bajo is garbage, iv quantity of clean water, land density, congestion, high land prices, migration of people to Labuan Bajo, and public access to tourist attractions. Based on management objectives, accessibility, existing infrastructure, and visitor management factors, the tourism opportunity class in Labuan Bajo is considered rural-urban tourism. Indicators that become the limit of changes in tourism development in Labuan Bajo are the amount of waste, the availability of open space, the quality and quantity of water, the price of food ingredients, the quality of transportation and access to tourism attraction. In two additional indicators that are close to the conditions of acceptable change are uncontrolled development and the number of new buildings. From the results of the analysis, it was concluded that in general the average level of interest in environmental and social indicators was higher than the assessment of the condition of these indicators. This shows that there is a need for further management of indicators as limit of acceptable change to maintain sustainability of Labuan Bajo as a tourism destinaton and place to live for community in Labuan Bajo. text
